Monitoring of circularity strategies

This report was drawn up for two reasons. Firstly, PBL wants to stimulate a uniform application of the circularity strategies as an analysis framework. There are various circularity ladders in circulation, sometimes with conflicting definitions. A consistent approach makes results mutually comparable and combinable, and also contributes to the further development of the analysis framework. That is why this report is primarily aimed at Dutch researchers who want to classify aspects of a circular economy according to circularity strategies.

Secondly, this report brings together the experience gained in recent years in the aforementioned studies. Much of the knowledge gained with regard to the application of the circularity strategies as an analysis framework has been described in various (background) documents. By recording the method in one report, a bundled overview is created. This report presents definitions, but also describes the choices made when applying the framework in previous studies and the reasoning behind them. However, the definitions and principles presented are not set in stone. When new insights emerge, this can lead to an update of these principles.
