EPR: role and responsibilities of municipalities and collection organizations
“What are the rights and responsibilities of municipalities and their public collection organisations on the one hand and producers/importers on the other hand in implementing the extended producer responsibility?” That is the main question that has been answered in this study from a legal perspective.
The following questions are involved:
- How does the (imposed) producer responsibility relate to the tasks and obligations of municipalities and their public collection organisations with regard to the quality and methodology of collecting and offering waste?
- How do the legal provisions on the financial and organisational responsibilities of producers on the one hand relate to the legal framework on the responsibilities of municipalities on the other?
This document should provide insight into the role, rights and responsibilities of municipalities and their public collection organisations on the one hand and producers/importers on the other hand in implementing the extended producer responsibility.
